Doesn’t accelerate in neutral

my subaru is Manual in neutral it does not accelerate and when I make the change if it accelerates. Im confused

You could put it in first gear.
You could park on a steep hill.
You could pay some local kids to run backwards next to you.
You could trade it in for an automatic.
